XIII EUROPEAN PATIENTS’ RIGHTS DAY 2019

The 13th European Patients’ Rights Day (EPRD) will be celebrated at the European Parliament in Brussels by Active Citizenship Network (ACN) on April 2019.

The 2019 conference titled “Delivering patient value throughout the healthcare system” will have a twofold structure:

a multi-stakeholder event focused on A Debate on citizens' expectationson April 9th (12:30 - 15:00)
and
a mono-stakeholder event focused on “Digital Health and Personalized Medicine” on April 10th  (10:00 – 12:30).

In fact, in these days a large number of Europeans believe the EU is heading in the wrong direction but we hope to convert that dissatisfaction into democratic zeal rather than political apathy. For this reason, we would like to transform the Brussels event of the European Patients' Rights Day in a debate on citizens’ expectations about health issues, and to ask to candidate MEPs to share their opinions on the challenges for Health in EU 2019 -2024. Indeed, we strongly believe that the reinforcement of the rights established in the EU Charter of Patients’ Rights will become effective only with the cooperation and commitment of all the healthcare stakeholders.

The European Patients’ Rights Day has become a regular annual event on the European and national political agendas to inform, discuss and take commitments to improve patients’ rights in Europe and in each Member State. Every year, also thanks to the more than one hundred patient and civic associations of our network, the EPRD is celebrated in hundreds of cities and ways all around Europe (here there are some examples of the celebrations in 2017 & 2018).

At the occasion of the 13th European Patients' Rights Day, on the 9th of April, a selection of candidates for the new EU Parliament - to be voted at the end of May 2019 - will be invited to discuss different priority topics linked to healthcare policies at EU level, including health promotion & disease prevention, value of and access to innovation. On the 10th of April there will be the opportunity to have a focus on Digital Health and Personalized Medicine and go into this topic that is related to several Patients’ Rights listed in the in the EU Charter of Patients’ Rights: the right to preventive measures (1st), the right to the observance of quality standards (8th), the right to safety (9th), the right to innovation (10th). As a preliminary step, on February 4th 2019 in Brussels, a European workshop took place for the leaders of civic and patient organizations, selected among the ACN partners. It aimed at raising their awareness on the key topics that will be discussed during the EPRD, so to work in collaboration to reach more easily and effectively the national candidates and sensitize them to these issues, illustrate the digital tools that will be used before and during the European Patients’ Rights Day 2019.

Many national & international ACN’s partner organizations already accepted to be involved in reaching their national candidates, in order to identify their interests on healthcare issues and invite them to the European Patients' Rights Day.

To increase and feed the pre-electoral debate, ACN subscribed a partnership with YouVoteEU, a participatory multi-language platform that connects millions of citizens throughout Europe with civil society organizations, candidates and political parties. This will allow citizens and patient organizations, linked to ACN, to share their proposals and priorities on health issues. The most relevant of them will be submitted to the candidates and voted by the attendants of the European Patients’ Rights Day.

Indeed, an interaction tool will enable interactive Q&A, live polls and insights about the audience, in order to give to all the attendants – approximately a hundred people coming from different Member States – the opportunity to discuss and ask the MEPs about their future commitment on healthcare issues.

The events will provide a civic perspective, putting and recognizing the citizens at the center of health policies, not only as “users or consumers” of health services or “patients” with a specific disease, but rather as active citizens participating in healthcare policymaking as essential stakeholders. This will strengthen our ‘European citizenship’, trying to reduce the gap between citizens and Institutions, by showing also the benefits that the EU could offer to patients.

The XIII European Patients’ Rights Day aims to exchange and discuss the needs of citizens and patients and how to strengthen their rights at European level, to contribute to set out the EU health agenda: influence and advocate on political priorities, to increase the cooperation among the EU Institutions and citizens & patient organizations.

As for the previous editions of the EPRD, about 100 attendants are expected. People selected among Active Citizenship Network constituency (civic & patients organizations, partners in EU projects, consultants, etc.); MEPs and their assistants; leaders of national and EU Brussels-based umbrella organizations/networks; European Commission members; relevant stakeholders (healthcare professionals, scientific societies, providers, companies, representatives of public and private sectors), media & Brussels-based PR agencies.
