This is confirmed by the report from the OECD, the Organization for Economic Cooperation and Development, which examines the educational systems of thirty OECD member countries, of which twenty-one are the EU Member States, as well as Argentina, Brazil, China, India, Indonesia, Russia, Saudi Arabia and South Africa.
