2024

• Mission Board on Vaccination in Europe Consensus Report. Realized by the Mission Board on Vaccination in Europe (MBVE) initiative, in which Active Citizenship Network is officially involved – the MBVE Consensus Report presents concrete recommendations aimed at identifying ambitious yet achievable targets for strengthening vaccination policies and programs across Europe. MBVE’s recommendations, contained in this report, were developed through a series of roundtable meetings and multi-stakeholder working groups along 2023. The Consensus Report was presented at the EU Parliament on 21 March 2024.
  The Mission Board on Vaccination in Europe (MBVE) is a multi-disciplinary, multi-stakeholder thought leadership group established in 2023 under the chairmanship of Professor Walter Ricciardi. It has adopted a ‘mission approach’to the strengthening of immunisation systems across Europe.

 

2023

• “From Birth to Booster and Beyond: Optimizing Immunization Services”, published on November 2023. The recommendations featured in this position paper are based on insights shared by members of the Strengthening the childhood immunization pathway (SCIP) Advisory Group, composed by indipendent key opinion leaders, with expertise in pediatric clinical practice, behavioral psychology, and research in the fields of immunology and vaccine confidence. • “Advancing Vaccination Equity in Europe”. A report, published in April 2023, on the essential strategies for advancing vaccination equity in Europe. Delve into the importance of targeting vulnerable populations experiencing poverty and social exclusion to reverse the decline in vaccination uptake across the continent. Featuring case studies from France, Germany, Italy, Spain, and the UK, this report highlights three key priorities for EU and national efforts: improved data collection incorporating social determinants, enhanced access through community pharmacies and mobile clinics, and fostering trust via co-created community solutions. The ACN’ Director was involved in the activity by Business Fights Poverty.

 

2022

• “Vaccine-preventable respiratory diseases, challenges and recommendations for the future”. In recent years, respiratory diseases have become one of the most important health challenges of the modern world. Even before the COVID-19 pandemic, the World Health Organization (WHO) was pointing to this urgent health problem and calling for long-term strategies to combat these diseases. • “Diagnosis and treatment pathway for covid-19 patient in Poland”. We are convinced that the discussion around COVID-19 will continue in the coming years - also in terms of access to new therapies. • “Commission Staff Working Document”. This document accompanies the report on the implementation of the third Programme for the Union’s action in the field of health in 2020, presenting critical results achieved for activities that were co-funded under the Programme in previous years through grants and service contracts, including the project AHEAD that builds knowledge and evidence on medical deserts for which Cittadinanzattiva represents Italy. • "Participation of Children and Teenagers in Public Safety”. This document produced by EENA, Cittadinanzattiva’s partner on the ENGAGE project, explores what else can be done to involve children more actively in public safety and cites Cittadinanzattiva’s investigation to understand how the pandemic changed schools and created materials to promote resilience in the face of disasters in schools. • “Hera Group Sustainability Report 2020”. This report provides the principles guiding the Hera Group’s actions, the performance achieved, the objectives reached compared to stated and future objectives, and the results of dialogue with stakeholders and projects in the field. • “Circular Economy in Italy”. The present study provides a framework of the Italian water supply landscape— for which CIttadinanzattiva’s Prices and Fees Observatory provided its data— focusing on clean and safe technology and water resource recovery. It gives insight into Dutch companies’ innovation in business opportunities, favourable legislative conditions, relevant stakeholders and leading players to further improve the Dutch presence in the market and Dutch-Italian collaborations. • “Interdependence between mountain forests and freshwater provision”. This report analyses the relationship between forests, the water cycle, and their interdependent nature. It provides clarification on the role forests play in the protection of water resources, focusing specifically on the Alpin regions (France, Switzerland, Italy. Austria, Germany and Slovenia) and, for the Italian case, cites data acquired through a survey by the Observatory prices and rates” of Cittadinanzattiva. For the download, click here.
• “Two years in Public Accounts: the work of the CPI Observatory from 2017 to 2019”. This volume collects some of the Observatory’s results on Italian Public Accounts of the Catholic University of the Sacred Heart of Milan. The document recognizes the value of citizens’ initiatives, such as the European Charter of Patients’ Rights and the European Patients’ Rights Day and invites the Commission to institutionalize the European Patients’ Rights Day at local, national and EU level. • “Female labour supply and childcare in Italy”, a Technical Report by the Joint Research Centre (JRC), the European Commission’s science and knowledge service. This literature review presents results of primary care since the year 2000 as a contribution to the European project MOCHA (Models of Child Health Appraised), covering International and national publications and various projects designed to enhance the quality of care and the culture of performance evaluation in primary care. • “Cross-border health care and European Union law. This project has received funding from Erasmus+, the European Union programme for Education, Training, Youth and Sport for 2014-2020. • “When rationing plays a role: selection criteria in the Italian early childcare system”. This study explores the impact of selection criteria on the costs and benefits of early childcare for mothers’ employment, child development, and municipalities’ revenues by exploiting the selection criteria of different Italian municipalities in assigning childcare slots for which Cittadinanzattiva provided its data. The study analysed the functioning of the Directive 2011/24/EU on the application of patient’s rights in cross-border healthcare using several evaluative questions grouped according to three main areas: reimbursement of cross-border healthcare, quality and safety of cross-border healthcare, and undue delay. • “Civil Society Monitoring on the Implementation of the National Roma Integration Strategy in Italy in 2012 and 2013”. 2013

• “Primary care in Italy: towards care and assistance horizons, 2013 report”. In this report, in collaboration with Cittadinanzattiva-ACN, the ISTUD FOUNDATION Health department and VAlue GovernANCE analysed the reorganisation of primary care after the “Balduzzi decree” in Italy and surveyed citizens and health professionals. The research examined the state of health planning, undertaken actions and those planned by the individual Regions and discovered the point of view of health professionals and citizens on the inherent issues. • "How to manage a Citizen Advisory Center on Public Services and Health. Practical Handbook for active citizens". The handbook is written by Cittadinanzattiva to formalize ideas, principles, procedures and actions supporting the work of citizens engaged in civic participation and rights’ protection, which took place in Colombia through the project “Derechos y Desarrollo”. Read more and download the handbook, the final report and the synthesis.

• “Redesigning local democracy”. The “European Charter of Active Citizenship” sets out the rights and duties of civic organizations that participate in the decision-making processes related to public policies. • “Written declaration on the establishment of a European Patients’ Rights Day of 17 September 2010”, a brief declaration with which the European Parliament officially supports the establishment of a European Patients' Rights Day to promote equal access to healthcare and health services and calls on the Commission and the Member States to support initiatives which, in line with the European Patients’ Rights Day, raise awareness about patients' rights. • “The Hera Group Sustainability Report for 2009”. This Sustainability Report, the eighth published by the Hera Group, is a primary tool for reporting on the Hera Group’s activities and results in the economic, environmental and social fields, as well as providing information to and dialoguing with stakeholders. Within the report, particular importance was accorded to local projects for which Cittadinanzattiva provided the Prices and Fees Observatory Integrated Water Service Report. • "Experimenting civic audit in Emilia-Romagna: considerations and perspectives". The volume presents the results of the experimentation within the Civic audit project developed in two phases in 11 Health Trusts of Emilia-Romagna between April 2005 and the end of 2007. Civic audit represents a method developed by the non-profit organization Cittadinanzattiva to evaluate services quality from citizens’ point of view. • “Groundwater country report for Italy: an assessment of current knowledge and future prospects. This paper helps understand some key characteristics of the Italian water institutions, namely sectoriality, fragmentation, add-on and lack of coherence, emergency driven, and its supply-side and public-work approaches. 2007

• The "Code of Good Practice for Civil Participation" (the “Code") was prompted by The Council of Europe Forum for the Future of Democracy in 2007, designed to facilitate NGO and civil society involvement in decision-making processes through productive dialogues with public authorities. Informed by real-world experiences, the Code offers principles, guidelines, and tools to enhance participatory governance. The Code aims to strengthen collaboration between NGOs and public authorities, fostering effective decision-making across Europe. Cittadinanzattiva is featured as a remarkable case study, our NGO, joined forces with Local Health Agencies and private companies to assess and enhance healthcare services in Italy. With exclusive access granted by public authorities, we employed specialized evaluation tools to conduct thorough assessments within healthcare facilities. • "Opinion of the European Economic and Social Committee on Patients' Rights" of September 26, 2007. The document explicitly calls on the European Commission to guarantee patients' rights as proposed by the European Charter of Patients' Rights and to take initiatives enabling the implementation of health policies which respect patients' rights, including the establishment of a European Patients' Rights Day”. • “Participation in policy-making criteria for the selection of civic NGOs”. The document contains information on the survey’s main findings on the institutional criteria and practices for selecting civic NGOs to participate in public policy-making, implementation and evaluation. In its sixth edition, the Safe Hospital Campaign 2003-2004 is accompanied by a targeted survey on clinical analysis laboratories alongside traditional hospital monitoring, confirming the often-significant improvement in buildings, surveillance, and organisations.
